If this amendment passes, it would be up to each state to set limits on state campaigns, and they could devolve that authority to counties and cities for their elections. Federal limits would be set by Congress. A proposal I’ve long favored would be to limit contributions by entities who can’t vote in the election for which the contribution is made. So, Nevada casinos could not contribute to the California Attorney General race (they are actually leading contributors, given that the AG decides the scope of Indian casinos in California). Similarly, I could not contribute to a Congressional race in San Francisco, since I don’t live there.
