Virtually every town on the San Francisco Peninsula is opposed to the housing element mandates because they worry that the overruling of local zoning will change the character of their towns. I suspect that is true for a majority of the state. I would like to see a Proposition on the ballot asking voters to approve a constitutional change that requires any overriding of local or city zoning by the State, County or any other entity to be approved by the majority of state voters. I think this issue directly affects Californians and is of concern far more than, say, campaign contributions.

Dear John,
Would your initiative require a majority of the voters in the affected jurisdiction to vote in favor, or a majority of the voters in the entire state? If the latter, I fear there would be many statewide refernda every year, asking voters in one part of the state to advise on housing proposals in other parts of the state about which they might not be well informed.
