The Federal government allocates 2 senators per state regardless of population so that the high population states do not weigh supreme over the rest of the country. California allocates senators based on population just like it does for House Representation. That disenfranchises any area with low population which comprises the majority of the state.. I think that California should have a constitutional amendment that allocates senators strictly based on 1 or 2 per county. That way the high population areas do not disenfranchise the majority of the area of the state.

Thanks for the suggestion, Mr. Hall. This was the system stuck down by the US Supreme Court in Reynolds v. Sims in 1964. So, to pursue this, we’d have to back a US Constitutional amendment. Kindly, Tom
No, this would give areas with smaller populations like Inyo County, more HoR than more densely populated ones, like Santa Clara. That isn’t fair either.
